The Captain America trilogy of films is wholly unique in the Marvel Cinematic Universe, primarily due to the character the movies are based on. Cap, who was meant to represent the fighting spirit of any and all groups of people (especially marginalized ones), often found himself clashing against the very government he was also supposedly meant to represent in his films. Whether it was going against S.H.I.E.L.D. in The Winter Solider or against the Sokovia Accords in Civil War, Captain America never directly represented any specific political institutions, but instead stood for important ethical values.
